The home does not provide nursing care. The home is a large detached property situated on a quiet road about half a mile from the centre of the Devon seaside town of Teignmouth. Teignmouth benefits from having a train station and regular bus services. Care Homes for Older People Page 2 of 9 Information provided to the Commission tells us that the fee levels range from 372 and 425 pounds a week and that the actual fee charged depends on the assessment of individual residents needs and room occupied. Additional charges include chiropody 12 pounds, Hairdresser from 6.50 and paper/magazines at price charged. The homes Statement of Purpose needs to be updated as it gives details of a previous manager. Although the home has a brochure, no Service Users Guides were available for inspection. Concerns had been raised that professional medical help is not always sought following a fall or injury to residents. The daily records completed by the staff and conversation with the acting manager confirmed that there had been confusion about when and if it is necessary to ask for a visit from a District Nurses. Radiator covers have not been fitted although we were told by one of the owners that this matter is in hand. This random inspection was made following a Safeguarding meeting that had been held to review an allegation of inappropriate behavior by a member of staff to a resident. A advocate had been called in to review the issues raised from the residents perspective and the Commissions role was to look at staffing issues. Staff records were looked at and an application form did not ask the applicant to provide an employment history. In all other respects the recruitment procedures were satisfactory. The training records showed that the induction training provided does not meet Skills for Care guidelines. The acting manager is aware of this and has a new Induction Training pack that will meet the recommended standards. Training provided by the home for the staff is mainly limited to watching videos and reading booklets. Records showed us that one to one supervision is provided but that only the date of the supervision and not the areas covered are recorded. The person appointed to manage the day to day running of the home was present throughout this random inspection and she showed us that she has a good understanding of the work that needs to be done to improve training provision and record keeping. She has not submitted an application to be registered, but we were advised that she will do so without undue delay. What the care home does well: What they could do better:

Page 4 of 9 Service Users Guides need to be given to each of the service users so that they know what they can expect from the home. Better use need to be made of the District Nursing Service to ensure that any concerns are brought to their attention without delay. Radiator covers need to be fitted to remove the risk of residents scalding themselves on them. Clear records of the staffs training needs and achievements need to be kept to identify training needs, suitable courses to meet these needs and dates when the training needs to be updated. Records need to be kept of the areas covered during one to one supervision. The person appointed as manager needs to submit an application with the Commission to be registered.
