The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

The home provides a good standard of accommodation with easy access to all parts of the building and garden. Residents are encouraged to be involved in decision making at the home and they have been involved in choosing the decoration and furniture for the new development. The staff member on duty was observed to communicate well with the residents and had a good understanding of their personal care needs. Care plans examined during the inspection were clearly written and contained relevant information. The home was clean and odour free.

What has improved since the last inspection?

The recent programme of redecoration and new building work has resulted in a spacious, light and airy and comfortable home for the three residents.

A condition of registration is that the home can provide care for one named individual residing at the home who is over 65 years of age. Date of last inspection 15 March 2005 Brief Description of the Service: 54 Doncaster Road Canna is a residential care home registered to provide personal care and accommodation for 3 persons with a learning disability. It is owned by the House of Light Trust, a charitable organisation and has other care homes in the area for people with a learning disability. The home is a three bedroom semi-detatched house. It is situated in a residential area of Rotherham close to a park and other community facilities such as shops and public houses. The homes facilities are domestic in scale and reflect ordinary living principles. Two of the residents rooms are on the first floor. The third resident has a bedroom on the ground floor and is accommodated within a recently built extension. The alterations to the home has also provided a downstairs bathroom, a larger refurbished kitchen and a refurbished lounge/dining area. The room previously used as a downstairs bedroom is to provide an extra lounge area for the residents. The home is tastefully decorated and residents have personalised their rooms to their own tastes. This unannounced inspection took place over 2.6 hours. The three residents were at home at the dime of the inspection. The inspection included reading residents care plans and other documentation, speaking to the three residents and the senior care worker on duty and a tour of the home. Prospective service users have the information they need to make an informed choice about where to live. Prospective users’ individual aspirations and needs are assessed. Prospective service users’ know that the home that they will choose will meet their needs and aspirations. Prospective service users have an opportunity to visit and to “test drive” the home. Each service user has an individual written contract or statement of terms and conditions with the home. The Commission consider Standard 2 the key standard to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 1,2,3,4 and 5 Prospective residents and their families would be given a Statement of Purpose/Service Users Guide, so that they would have the information they need to make an informed choice about whether to move into the home or not. To ensure that the home can meet their needs, residents would be admitted following a full assessment, however no admissions have taken place for a number of years. To satisfy the prospective resident and their relatives that the home will meet their needs, introductory visits would be planned, initially for tea and building up to an overnight stay. EVIDENCE: The Statement of Purpose/ Service Uses Guide was examined during this inspection and was available in a format accessible to the residents. Service Users had signed copies of contracts (statement of terms and conditions) in their care plans. Care plans are developed from information obtained in the pre admission assessment. These were well written and detailed with risk assessments in place and clear instructions for staff to follow. Service users know their assessed and changing needs and personal goals are reflected in their individual Plan. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate, in all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 6,7 and 8 Residents’ plans of care contained relevant information. EVIDENCE: All three residents’ care plans were looked at. These were of a high standard. They promoted independence and skill enhancement and covered in detail aspects of the individuals’ health, personal and social care needs. Reviews take place regularly and mini goals set. Each resident is involved in discussions about their needs and agree the content of their care plans. They are also encouraged to and assisted to make decisions about their lives. Service users have opportunities for personal development. Service users are able to take part in age, peer and culturally appropriate activities. Service users are part of the local community. Service users engage in appropriate leisure activities. Service users have appropriate personal, family and sexual relationships. Service users’ rights are respected and responsibilities recognised in their daily lives. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 11,12,13and 14 The home offered opportunities for the residents to develop social, emotional, communication and independent living skills. EVIDENCE: Discussion with the staff member on duty and the residents identified that the residents have the opportunity to attend the Gateway club and day centres. Community facilities including the local shops, pubs, library, cinema and public transport are accessed with support. Service users are able to fulfil their spiritual needs by attending their chosen church. All three residents have been on holiday to Norfolk this year and they have a further holiday arranged in September, two residents are going to Disneyland in France and one to Lourdes. The House of Light provides a number of communal activities that residents from all three houses could be involved in. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 19 and21 Residents physical and emotional health needs are met. The ageing, illness and death of a resident is dealt with by the registered manager and staff in a sensitive and respectful way. EVIDENCE: The staff member on duty could clearly state what assistance the residents needed with their personal care. Residents’ personal care plans identified appointments with a range of healthcare professionals, for example the dentist, chiropodist and psychiatrist. JUDGEMENT – we looked at outcomes for standard(s) 24,25,27,28and 30 54 Doncaster Road, “Canna” is a modern, three bedroomed, spacious, light and airy, comfortable home. It is suitable for it’s stated purpose. EVIDENCE: On a tour of the home it was noted that the recent programme of redecoration and new building work is now complete. The finished result is a comfortable homely and safe environment for the three residents. Bedrooms all have furniture and fittings that meet the individual needs of the residents. There is a ground floor bedroom. This is occupied by a resident who has problems with his mobility. This room has a sliding patio door to enable access to the patio area. There is a bathroom and toilet on the first floor located near to the bedrooms and sufficient to the service users needs. 54 DONCASTER ROAD 20050815 54 Doncaster Road X00023 UN Stage 4 S3129 V188579 J55.doc Version 1.40 Page 13 There is a new bathroom and a toilet on the ground floor next to the ground floor bedroom. Toilets and bathrooms are lockable. There is a through lounge/dining room area and a further lounge/activities area for use of the residents. JUDGEMENT – we looked at outcomes for standard(s) 33,35 and36 The staff member on duty was aware of the needs of the residents in his care. Residents are supported by an effective staff team. EVIDENCE: Discussion with the staff member on duty highlighted that he is one of a core of staff who provide care at “Canna”, 54, Doncaster Rd. Training is available for all staff and recent courses have included Health & Safety, Abuse, Fire and Food Hygiene. The changing needs of the residents are discussed at staff meetings and hand over periods and the yearly person centred planning meetings. Plans are then updated and carried out by the staff team. Supervision is provided for all staff on a 1-1 basis.
