What the care home does well The service continues to offer individuals a high standard of care delivered in a person centred way. The service puts people at the centre of all it does and individuals are able to input to the development of their own care plan and make decisions about their daily lives. Three people told us that they can `make my own decisions`, `tell staff what I want`, and `staff help me whenever I ask`. One relative told us that `the staff are lovely, they look after my relative and I can talk to them about any issues I may have and they will sort things out`. What the care home could do better: The service offers people excellent outcomes for care, support and safety. The manager and staff have worked hard over the last three years to keep the service moving forward and meeting the needs of the people using it. Random inspection report

It is owned by the House of Light Trust, a charitable organisation that has other care homes in the area
Care Homes for Adults (18-65 years) Page 2 of 8 2 4 0 1 2 0 0 9 Brief description of the care home for people with a learning disability. The home is a 5 bedroom, semi-detached house. It is situated in a residential area of Rotherham close to a park and other community facilities such as shops and public houses. The homes facilities are domestic in scale and reflect ordinary living principles. Two people using the service, have bedrooms on the first floor and two other people have their bedroms on the ground floor. Alterations to the home have provided a downstairs bathroom, a larger refurbished kitchen and a refurbished lounge/dining area. The home is tastefully decorated, and people using the service have personalised their rooms to their own individual taste. There are pleasant gardens to the front and rear of the property and a patio area is accessible via the dining room and the downstairs bedroom patio doors. This unannounced visit to the service was carried out as part of our three year inspection programme. The site visit started at 10:30am and finished at 13:00pm. We looked at any outstanding requirements from previous reports (for this service there were none), and checked the services complaints and safeguarding systems. Two members of staff were on duty, the manager and a support worker. The manager was given feedback during and at the end of the visit. Time was spent walking around the home, talking to three people using the service and one visitor. We also looked at relevant paperwork and documentation. The home has an incorportated Statement of Purpose and Service User Guide. This has useful information about the home and the services available. This document was reviewed in 2010 and is up to date for information on weekly fees. At the time of our visit the range of fees charged was £565.00 to £790.00 depending on the level of care required by each individual person using the service. We met three of the people using the service and one relative during our visit. Discussion with people using the service indicated that they are able to exercise their rights to make choices and decisions around their daily lives. Individuals are able to get up and go to bed when they wish to, are consulted on their health care needs and are supported to access health care professionals as needed. The home employs a mix of male and female care staff so individuals have a choice of staff gender for the delivery of personal care. One person was spending time in his room listening to the radio and reading a magazine when we visited. He told us that he enjoys life in the home and that the staff are great. Two people using the service returned to the home around lunch time, one had been to have his hair cut and another was with his relative. One person who we met has hearing difficulties and although they can lip read very well, they also communicate using a form of Makaton and signing. Both members of staff demonstrated an ease of communication with this individual and clearly had a good relationship with everyone using the service. One person using the service has been quite poorly over the last year. Input has been received from the Mental Health Nurse, physiotherapist and occupational therapist to enable this individual to remain in the home. Changes to the environment to help this individual include a widened doorway into their bedroom and the fitting of a hand rail, to aid the individual to manage a step down into their room. The building already has a ramp to enable people, with mobility problems, to have an easy access into the home. Information from the Annual Quality Assurance Assessment (AQAA) completed by the manager on 11/2/10, and disussion with the manager, indicated that people using the service can express their opinions of the service during weekly house meetings. At these meetings individuals can discuss any concerns or complaints and they also have an opportunity to talk to the manager on a weekly 1-1 basis. Any issues raised go into the house meeting minutes. We met one relative during our visit and they told us that they were confident that any
Care Homes for Adults (18-65 years) Page 4 of 8 issues they raised were dealt with quickly and effectively by the manager. They knew that they could talk openly to the staff or manager about their relatives care, and that they would be listened to and action would be taken where necessary. There is a copy of the homes complaints policy and procedure in the statement of purpose and service user guide. The manager told us that people using the service have a pictoral policy and procedure in their own rooms. Individuals who spoke to us said that they have a good relationship with the staff and communication between all parties is very good. There have been no complaints made about the service in the last 12 months. No safeguarding alerts (this is where a person raises concerns about the safety of a person using the service) have been made in this timescale either. Information from the AQAA indicates that staff have received Safeguarding of Adults from Abuse training from Rotherham Borough Coucil. In addition to this staff have received training around the Mental Capacity Act (MCA) and Deprivation of Liberty Safeguards (DOLs). Discussion with the manager indicates that the service has used this new knowledge of the MCA to hold a best interest meeting for one person. This individual lacked the capacity to give their consent to medical treatment. The individual, their family and the healthcare professionals inputting to their care, met to discuss the treatment needed to improve the persons health. A decision was made to go ahead with medical intervention and the person is now well and happy.
