Conditions of registration: 1. All service users will fall within the category of old age but may additionally have learning disability 28th February 2006 Date of last inspection Brief Description of the Service: Ravencourt is registered to provide personal care and accommodation for up to five people in the category of old age who may additionally have a learning disability. Two registered providers, who are mother and daughter and who live on the premises provide 24-hour support. One of the service providers is also the registered manager. Ravencourt is situated on a main road near to the centre of Altrincham and close to shops, public houses, a theatre, post office, public transport routes and parks and gardens. There is a small parking area at the front and a garden with a seating area at the rear of the property. There was one resident living in the home at the time of inspection. This is an overview of what the inspector found during the inspection. This inspection took place on Sunday 1st October 2006. During the inspection the inspector assessed a selection of records, policies and procedures held by the home. Discussion took place with the manager of the home and time was spent talking with the resident. The inspector visited several rooms within the home. The intended outcomes for Standards 1 – 6 are: 1. 2. 3. 4. 5. 6. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 3&6 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Procedures were in place to ensure that people’s needs were identified and continually assessed. EVIDENCE: There had been no new admissions to the home since the previous inspection. The needs of the resident who lived at the home were assessed on a regular basis. The home had a criteria for assessing people’s needs which would be used when someone is referred to the home. The manager said that she would visit any newly referred people prior to their admittance to ensure that the home was able to meet their needs. Ravencourt does not offer intermediate care facilities. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7, 8, 9 & 10 Quality in this outcome area is good. This judgment has been made using available evidence including a visit to this service. The resident’s health and personal needs were being met. EVIDENCE: The resident’s care plan was assessed. The document included information relating to the person’s personal care and physical wellbeing, mobility and dexterity, cognition, communication, social interests and personal safety. Information on the care plan was detailed and gave details of the individual’s past and life experiences. The resident’s needs were reviewed on a regular basis. There was evidence on the care plan that reviews of the service provided had been carried out by the funding authority, the most recent of which took place in 2004. The resident was registered with a local general practitioner and received regular eye tests and chiropody services. The resident did not take any prescribed or ‘over the counter’ medication. Positive interaction was observed between the resident and staff who were seen to address the resident with dignity and respect. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12, 13, 14 & 15 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. The resident’s recreational needs and wishes were being met by the home. EVIDENCE: The resident told the inspector that he was “very happy” living at Ravencourt and that he liked to spend time in his bedroom watching television and discussed different programmes he had chosen to watch from his TV magazine. The resident said that he enjoyed watching football and had visited the Old Trafford ground on several occasions for ‘behind the scenes tours’ and also enjoyed looking at pictures in his books. The resident was a member of the National Trust and said that he enjoyed going out in the car and visiting places. The resident was very clear about his likes and dislikes and demonstrated a confidence in voicing his choices. An example of this was the resident told the inspector that he had an identified religion but chose to be non-practising. The resident said that he enjoyed the meals that were prepared for him at the home. The home had a menu and any variation to the menu was written in the diary. The resident said that he chose to eat his meals in the kitchen.

Service users’ legal rights are protected. Service users are protected from abuse. The Commission considers Standards 16 and 18 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 16 & 18 Quality outcome in this area is good. This judgement has been made using available evidence including a visit to this service. Policies and procedures within the home safeguarded people from abuse. The resident was confident in raising any concerns or complaints he may have with the manager of the service. EVIDENCE: The home had a complaints procedure in place. No complaints had been received by the home in the previous twelve months. No complaints or concerns had been raised with the Commission for Social Care Inspection. The home had a policy for the protection of vulnerable people. A copy of Trafford Social Services adult protection procedure was also available in the home. It is recommended in this report that the homes policy makes reference to Trafford Social Services policy. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 19 & 26 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. The resident was comfortable and happy with his living environment. EVIDENCE: A tour of some areas of the home took place and was furnished with domestic furnishings and lighting. The resident took the inspector to his room to see his television, books and a George Cross flag and said that he was happy with his room. The manager stated that since the previous inspection the hallway and lounge had been re-decorated. No offensive odours were present around the home. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 27, 28, 29 & 30 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Staff were fully aware of the resident’s needs and wishes and had experience in working with people living in residential care. EVIDENCE: The registered manager/proprietor manages the home on a day to day basis with the support of her mother. Another relative provides relief weekend cover. There had been no changes to the staffing arrangements since the previous inspection of these standards. Criminal Records Bureau certificates had been obtained for all three people working in the home who had several years experience in caring for people. The manager stated that if the home were to recruit another member of staff a full induction programme would be given along with the opportunity to access a National Vocational Qualification. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 31, 33, 35 & 38 Quality in this outcome area is good. This judgment has been made using available evidence including a visit to this service. Systems are in place to protect the welfare and financial security of the resident. EVIDENCE: The manager has several years experience in working in a care environment and holds a professional qualification in care and management. The manager demonstrated a thorough awareness of the needs and wishes of the resident. A recommendation was made following the previous inspection that the home consider undertaking a formal quality assurance survey to record the views of the resident on the service he receives. Following this recommendation the manager had created a questionnaire that had been completed with the resident in order to what service the home is delivering. A copy of this
Ravencourt Residential Care Home DS0000005627.V301967.R01.S.doc Version 5.2 Page 15 questionnaire was present on the resident’s care plan and the manager stated that the questionnaire would be completed on an annual basis. Procedures were in place for the management of resident’s monies. All monies and purchases are recorded and receipts kept. The home had a health and safety policy. The last recorded visit from Greater Manchester Fire Service was in 2004. At the time of this inspection the manager was in the process of liaising with the fire safety officer regarding the homes fire risk assessment to ensure that it met with recent changes to legislation. A copy of this assessment was forwarded to the Commission on its completion. A system was in place to ensure that that the temperature of the fridge was monitored on a regular basis and the manager stated that food analysis was carried out on a regular basis. A carpeted area on the first floor of the home required attention as several unsecured carpets overlapped each other creating a potential tripping hazard. No STATUTORY REQUIREMENTS This section sets out the actions, which must be taken so that the registered person/s meets the Care Standards Act 2000, Care Homes Regulations 2001 and the National Minimum Standards. The Registered Provider(s) must comply with the given timescales. No. 1. Standard OP38 Regulation 12 Requirement It is required that a full audit of carpets and floor coverings is carried out to ensure that they do not create a tripping hazard.
