This inspection was carried out on 13th December 2005.

The inspector found there to be outstanding requirements from the previous inspection report but made no statutory requirements on the home.

What the care home does well

Care planning documentation had been kept under regular review to ensure that the resident`s health and personal care needs were being met. The home provided stimulating and varied activities for the resident, while also respecting his right to privacy. The resident told the inspector that he was able to make choices relating to his daily routines and preferred lifestyle and this was observed during the inspection.

What has improved since the last inspection?

The registered manager had achieved a recognised qualification in management since the last inspection and had completed work towards achieving a Diploma in Health and Welfare. The outcome will be assessed at the next inspection.

What the care home could do better:

Two issues of concern relating to the health, safety and welfare of the resident were identified during the inspection. The garden paths showed signs of moss growth and this constituted a potential slipping and/or tripping hazard. A requirement was made for the registered person to ensure that the garden paths are regularly maintained to inhibit the growth of moss.Secondly, cleaning materials were being openly stored in the kitchen area. It is required that this is risk assessed under the Control of Substances Hazardous to Health (COSHH) Regulations 1988. Finally, a good practice recommendation was made for the registered person to regularly record the outcome of activities engaged in by the resident.

All service users will fall within the category of old age but may additionally have learning disability 8th March 2005 Date of last inspection Brief Description of the Service: Ravencourt is registered to provide personal care and accommodation for up to five people in the category of old age who may additionally have a learning disability. Two registered providers, who are mother and daughter and who live on the premises, provide 24-hour support. One of the service providers is also the registered manager. Ravencourt is situated on a main road near to the centre of Altrincham and close to shops, public houses, a theatre, post office, public transport routes and parks and gardens. There is a small parking area at the front and a garden with a seating area at the rear of the property. There was one resident living in the home at the time of inspection. This unannounced inspection took place during the afternoon of 13th December 2005. During the inspection various records were examined, including the resident’s care plan and conversations were held with the resident and home manager. The homes communal areas and the resident’s bedroom were also inspected. One of the two requirements made at the previous inspection was outstanding as the manager was awaiting confirmation that she had achieved the Diploma in Health and Welfare. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 3 and 6 Continual assessment ensured that the changing needs of the person living in the home would continue to be identified and met. EVIDENCE: There had been no admissions to the home since the last inspection. The resident who had lived at the home for a number of years had his needs assessed on an ongoing basis. The home did not provide an intermediate care service. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7, 8, 9 and 10 The resident’s health and personal care needs were being met and his choice of daily living routines, were being respected. EVIDENCE: Examination of the resident’s care plan provided evidence that his personal and healthcare needs were being met and that his needs were reviewed on a monthly basis. Copies of care manager annual reviews were also held; the most recent one being on 12th November 2004. The resident had received regular eye tests and chiropody. The resident did not take any prescribed or ‘over the counter’ medication. The resident told the inspector that he was happy living in the home and observations of interaction between the manager and resident provided evidence that he was being treated with respect. The resident’s privacy was respected as he enjoyed spending time in his room watching TV. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12, 13, 14 and 15 A varied programme of social activities provided a stimulating and interesting lifestyle for the resident. EVIDENCE: The resident told the inspector that he could choose when to spend time on his own and that this was respected. He particularly enjoyed watching football and comedy programmes on the TV in his room. It was noted that he had a TV magazine so that he could plan his viewing. The resident also confirmed that he was able to make choices in terms of what to wear and the food that he ate. His diet was recorded daily in a diary and this demonstrated that he had been offered a wholesome and varied diet. The resident enjoyed frequent trips out of the home with the owners, such as shopping trips, visiting the barber and trips out to parks and National trust properties, of which he was a member. A recommendation was made for the outcome of the resident’s activities to be recorded. Service users are protected from abuse. The Commission considers Standards 16 and 18 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 16 and 18 Robust systems relating to complaints and the protection of vulnerable adults from abuse safeguarded the welfare of the resident living in the home. EVIDENCE: The home had the appropriate complaints procedures in place. No complaint had been received by the home in the previous 12 months. Policies and procedures for the protection of vulnerable adults from abuse had been implemented at the home. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 19, 20 and 26 Environmental hazards that were identified potentially placed the resident at risk of harm. EVIDENCE: The inspector undertook a tour of the communal areas and the resident’s bedroom. The home was clean and hygienic and no offensive odours were present. The resident said that he had all the facilities that he needed in his bedroom. He particularly liked the fibre optic Christmas tree that was in his bedroom. It was noted that cleaning materials were openly stored in the kitchen area to which the resident had access. A requirement was made for the registered person to risk assess the storage of all cleaning materials under the Control of Substances Hazardous to Health Regulations 1988. A second requirement was made to maintain the garden paths regularly to remove moss growth, as this constituted a slipping and/or tripping hazard. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 31 and 38 EVIDENCE: The manager stated that she had achieved a post-graduate Diploma in Management in November 2005. The manager had also completed the Diploma in Health and Welfare and the work was awaiting marking at the time of inspection. The manager’s qualifications will be verified at the next inspection.
