Conditions of registration: 1. All service users will fall within the category of old age but may additionally have learning disability 13th December 2005 Date of last inspection Brief Description of the Service: Ravencourt is registered to provide personal care and accommodation for up to five people in the category of old age who may additionally have a learning disability. Two registered providers, who are mother and daughter and who live on the premises. Provide 24-hour support. One of the service providers is also the registered manager. Ravencourt is situated on a main road near to the centre of Altrincham and close to shops, public houses, a theatre, post office, public transport routes and parks and gardens. There is a small parking area at the front and a garden with a seating area at the rear of the property. There was one resident living in the home at the time of inspection. This is an overview of what the inspector found during the inspection. This unannounced inspection was conducted during the morning of 28th February 2006. Various records, including the resident’s care plan, were examined and conversations were held with the manager and the resident. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 3 and 6 Regular review of the residents needs assessment ensured that any changing needs could be identified and that action could be taken to meet those needs. EVIDENCE: Although the home is registered to provide personal care and accommodation to five older people there was only one person in residence at the time of inspection. No admissions had been made into the home in the previous twelve months. The homes resident had lived at Ravencourt for a number of years and he had received a local authority needs assessment prior to admission. This was subject to annual review by Social services and was being reviewed monthly by the registered manager. The home did not offer an intermediate care service. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. JUDGEMENT – we looked at outcomes for the following standard(s): 20 Prompt attention to health and safety issues ensures that the safety and welfare of the resident is protected. EVIDENCE: The two requirements made at the last inspection had been addressed. COSHH (Control of Substances Hazardous to Health) risk assessments had been undertaken on cleaning materials used within the home and secure provision for their storage had been provided. The manager was now ensuring that garden paths were being maintained on a monthly basis to remove the growth of moss. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 27, 28, 29 and 30 The resident could be confident that a knowledgeable and trained care and management team would meet his needs. EVIDENCE: The registered manager and her mother manage the home on a day-to-day basis. The manager’s sister provides relief cover at weekends. The manager’s sister is professionally qualified as a chiropodist and has achieved the BSc in Healthcare and Welfare. Criminal Record Bureau certificates have been obtained for all three people working in the home. A full induction programme and personal development plans are available for new staff employed in the home along with refresher training and NVQ programmes. The manager has joined Trafford Training Consortium to take advantage of their training resources. The three people working in the home were suitably qualified and experienced. No staff had been recruited since the previous inspection. The manager had updated her knowledge on racial equality since the previous inspection. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 31, 33, 35 and 38 Appropriate systems are in place to protect the financial security of the resident. EVIDENCE: The manager provided certificated evidence of her professional qualification in care and management. The resident living in the home did not have any family to consult on the quality of the service although quality issues were discussed frequently on an informal basis. A recommendation was made for the manager to undertake a formal consultation with the resident to establish if he is satisfied with the level of the service received.

It was decided to develop a system of annual review of the National Minimum Standards in conjunction with the resident. The resident’s personal allowance was paid to the resident by the local authority. The manager produced detailed records in a spreadsheet format. This record was accurate and up to date. The resident had received support to develop confidence in paying for his own purchases. The manager had undertaken a risk assessment for the Control of Substances Hazardous to Health (COSHH) and all cleaning materials were being securely stored.
