We give a quality rating following a full review of the service. We call this review a ‘key’ inspection We do an annual service review when there has been no key inspection of the service in the last 12 months. A new manager has been appointed and is currently applying for registration with the CQC. 2 4 0 3 2 0 0 9 Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Stirling House is a detached 3-storey, purpose built property situated in the residential area of Honicknowle, Plymouth, close to local shops and amenities. The home is owned and managed by Plymouth City Council. The home provides accommodation for up to 32 people. The home has 32 single bedrooms, none of which have en suite facilities.
Annual Service Review Page 2 of 6 Both the 1st and 2nd floors have 2 dining rooms/kitchen areas and 2 lounge rooms, one of which is designated as a smoking lounge. On the ground floor are the main kitchen, a large dining room, lounge and a separate sun lounge/activities room. A shaft lift provides access to all floor levels. The rear garden is spacious, including a patio and grassed area, and accessible for all the people who use this service. What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included: The Annual Quality Assurance Assessment (AQAA). The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gives us some numerical information about the service. Surveys returned to us by people using the service and from other people with an interest in the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Relevant information from other organisations. What other people have told us about the service. What has this told us about the service? The home asked for a longer period to complete their AQAA and we received it by the time agreed. The AQAA told us what the service does well and how it has improved over the past twelve months. It also identified what the service could do better and gave us information about plans for the next twelve months. We looked at the information in the AQAA and our judgement is that the home is still providing a good service and that they have information about what improvements they will make. The AQAA informed us that the staff are continuing to listen to the views of people who use the service. The AQAA lists that this is done by ensuring any comments made as a consequence of client meetings, questionnaires, complaints, compliments, inspections, client reviews, care plans are discussed, reviewed and implemented accordingly. The AQAA also told us that they will continue to listen to feedback from the people who use this service, and explore other avenues of gaining client feedback. As a result of listening to people the AQAA stated that the following changes have been made: We have reviewed our client care plans. We have also taken into account client feedback regarding their personal care plans, employed a therapist for hand, feet, head massage as requested by clients, still exploring computer access for the clients, clients requested to raise funds for Children In Need, explored a gym facility, more frequent day trips. The AQAA also told us that the service has built good relationships with members of a local church. The AQAA states that Stirling House believes it provides value for money because it provides a safe warm comfortable environment that gives good quality of care and services for our clients. We received comments from ten people living in the home. They continue to be satisfied with the quality of the care. They all told us that Stirling House provides care well. Nine people told us they do not think the home could do anything better. Annual Service Review Page 4 of 6 Comments included: The home is already doing everything for our welfare, 10/10. One person suggested that they would like more activities and days out. The AQAA lists that Stirling House has received not any complaints since the last inspection. The Care Quality Commission has not received any complaints about the service. The home continues to let us know about things that have happened since our last key inspection. They have shown that their service continues to provide good outcomes for the people who use it. What are we going to do as a result of this annual service review? We are not going to change our inspection plan, and will do a key inspection by 24th March 2011.
